2024 International Forum on Fisheries and Human Rights: Collaborating for Industry Sustainability and Global Human Rights Enhancement.
To demonstrate that human rights are the core value of Taiwan, Taiwan Fisheries Agency proactively incorporates ILO-C188 into domestic law and engages in information interchange internationally to acquire practical insights from other countries, aiming to make domestic standards be in line with international standards.
On April 16th 2024, Taiwan Fisheries Agency cooperated with National Chung Cheng University and held “2024 International Forum on Fisheries and Human Rights” at Grand Hilai Hotel in Kaohsiung. Around 80 participants, including international and domestic experts, scholars, representatives of both origin countries of crew members and market countries in Taiwan, industrial representatives, and civil society organizations, were invited to engage in information interchange regarding labor issues in fisheries sector.
The international forum was aimed to discuss three primary topics, which were "Achievements of implementing Action Plan for Fisheries and Human Rights," "Promoting the ILO-C188 Convention: Reform Experiences and Policy Actions," and "Implementation and Challenges of ILO-C188". In addition, the participants shared their experience related to safeguarding rights and benefits of crew members, developing sustainable fisheries and promoting ILO-C188.
Taiwan Fisheries Agency highlights that Taiwan has enacted and executed "National Human Rights Action Plan" since 2022, and is currently incorporating ILO-C188 into domestic law, aiming to demonstrate the nation’s effort and value in safeguarding human rights in fisheries sector.
To implement these measures, apart from systematically improving crew members' rights and benefits by cross-authorities cooperation, Taiwan also focus on strengthening partnerships in employment, increasing opportunities for crew members to reasonably use communication devices, and enhancing crew members’ safety and labor conditions. In addition, such measures are highlighted as priorities while executing the plan. In order to continuously refine relevant measures, domestic and international scholars were invited to collectively review the implementation of the action plan and mutually learn from each other.
