Fisheries Agency Notice: Notes on the Precautionary Quarantine Measures for Foreign Crew Members Employed Overseas and Entering Taiwan by Air
 
Basis: Paragraph 2 of Article 15 of the Regulations on the Authorization and Management of Overseas Employment of Foreign Crew Members

Notice Items
  1. The “Notes on the Precautionary Quarantine Measures for Foreign Crew Members Employed Overseas and Entering Taiwan by Air” are hereby attached.
  2. Violation of this Notice shall be punishable by a fine of not less than NTD1,000,000 and not more than NTD5,000,000 following Paragraph 2, Article 42 of the Act for Distant Water Fisheries, and the qualifications of the foreign crew may be revoked and the security deposit may be forfeited.
  1. Points to note for agents supervising crew
  1. Crew members shall take all preventive measures in their source country 14 days before their flight to Taiwan, such as wearing masks, washing hands regularly, and keeping social distance. Before taking a flight to Taiwan, a PCR test for COVID-19 should be conducted within 3 days before the flight (Please refer to the Centers for Disease Control, Ministry of Health and Welfare for the confirmation of the PCR test report date and the quarantine measures to prevent the entry of COVID-19 into Taiwan. FAQs Concerning COVID-19 RT-PCR Test Report Within 3 Days Prior to the Flight Schedule Time). The test result must be "negative" before you can take a flight to Taiwan. After completing the test, you should avoid going out as much as possible between the time you take the test and the plane to Taiwan. If you need to go out, you should wear a mask all the time and avoid sharing a room and going to public places.
  2. During the flight, you should wear a full set of protective gear (mask, goggles, protective clothing and gloves) correctly throughout the flight. On arrival at the airport in Taiwan (e.g. at the airport baggage carousel), before going through immigration and if necessary, you may change your protective clothing. However, you should follow the rules for proper removal of protective clothing, and pack the changed protective clothing and place it in the airport trash bin.
  3. After entering Taiwan, they will first go to a centralized quarantine facility (or a quarantine hotel) for 14 days of quarantine. During the period of quarantine or self-health management, screening tests, such as the COVID-19 PCR Test or Rapid Antigen Test, must be conducted. If the test result is "negative", the patient will be allowed to leave the centralized quarantine site (or quarantine hotel) and will still be required to undergo 7 days of self-health management.
  4. If you have a fever or abnormal symptoms during your flight, quarantine, or self-health management period, please notify your agent or ship owner immediately.
  5. Confirm that the agent in the source country has been informed of the preventive measures and is fully aware of them.
  1. Matters to which the agents in the source country should pay attention to
  1. When screening crew members, please avoid those coming from areas with severe epidemics. It is also recommended that priority in employment be given to crew members who have been fully vaccinated and arrangements should be made for these crew members to undergo COVID-19 PCR testing at a credible hospital 3 days before their flight. Indonesian crew members should be tested at a designated testing institution and their test results must be "negative" before they can be imported to Taiwan; a "negative" COVID-19 PCR test report must be provided to the agent in Taiwan
  2. The crew members should implement various epidemic preventive measures (wearing masks, washing hands regularly and keeping social distance, and so forth) before coming to Taiwan, and if there is a centralized training or group living mechanism, they should avoid sharing one room or going to places where many people gather. And, an epidemic prevention plan should be established to implement epidemic prevention management and to ensure that all shipmates understand the epidemic prevention regulations and strictly implement them; the crew members should be provided with epidemic prevention gear such as masks, protective clothing, goggles and gloves, and should be instructed to wear them properly.
  3. The ship's crew members have to be reconfirmed "negative" for the COVID-19 PCR test before taking the flight, and they must be aware of all vaccination requirements.
  1. Matters to which Taiwanese agents and fishing vessel owners should pay attention to
  1. Confirm that the COVID-19 RT-PC Test Report provided by the agency in the source country was "negative" 3 days before the flight. The negative COVID-19PCR report should be sent to the Fisheries Department by email at the latest 2 days before the flight at 3:00 p.m. latest, together with the “Notes on the Precautionary Quarantine Measures for Foreign Crew Members Employed Overseas and Entering Taiwan by Air” signed by all three parties. Taking October 21st to 30th, 2021 as an example, October 23rd (Saturday) and October 24th (Sunday) are non-working days, therefore: (1) if the crew members are to take a flight on Wednesday, October 27th (by excluding the day of the flight, and projecting 2 days to reach Taiwan), they must provide a negative report of COVID-19 test and related information before 3:00 p.m. on Monday, October 25th. (2) if the crew takes the flight on Monday, October 25th (by excluding the day of the flight, and projecting 2 days to reach Taiwan), with October 23rd and 24th being non-working days, therefore not counted), they must provide a negative COVID-19 RT-PC Test Report and related information before 3:00 p.m. on Thursday, October 21st.
  2. Personnel should be escorted to a centralized quarantine site (or a quarantine hotel). When picking up at the airport, the intermediary company should arrange sufficient staff, and at least 2 staff should be assigned if the number of inbound crew is less than 10. For every 10 additional inbound crew members, at least one additional staff member shall be arranged to control and assist the crew members in handling matters related to the entry quarantine, to prevent the crew members from mixing and violating the social distance contact and related quarantine regulations or any epidemic oversight.
  3. When going through the customs at the airport, you should follow the immigration control bundling and not cross the control line without authorization. The CDC will collect specimens for testing. After the CDC has conducted the inspection and affixed the quarantine sticker, the passenger can leave by quarantine taxi only. In the case of a large number of crew members entering the country at one time, they can contact the quarantine taxis in advance to facilitate vehicle deployment; in addition, if the quarantine taxi breaks down, they should notify the airport to arrange for a replacement taxi.
  4. The crew should be transported to the centralized quarantine site (or quarantine hotel) by quarantine taxi (1 person per vehicle) or quarantine bus (with checkerboard seating, proper masking during the trip, and no eating, drinking, talking, or changing of seats). The number of the vehicle and the seats taken should be recorded in detail, and after the crew arrives at the centralized quarantine site, the "Confirmation of Arrival of Foreign Crew by Intermediary Agency/Operator" should be submitted to the Fisheries Agency and the entry status should be reported back.
  5. After the expiration of the 7-day self-health management period, the ship owner or the intermediary agency shall arrange for a designated place and a person to manage the tracking and living care, to supervise and cooperate with the implementation of various preventive and screening measures.
  6. Within the next day of the crew's arrival at the centralized quarantine facility, each vessel shall provide daily the individual information of each crew member entering the country and remit the relevant fees to the designated account (Name of Beneficiary: Ministry of Health and Welfare, Beneficiary Bank: Department of the Treasury of the CBC (code: 0000022), Beneficiary Account Number: 24570102128016, with a memo stating: "Covid Special Budget"), and within 2 days following the crew's arrival at the centralized quarantine facility. Within 2 days from the day of check-in, provide a copy of the remittance slip and the details of the check-in fee payment (Attachment 3) to the Fisheries Agency by email; if not completed by the deadline, the next batch of crew entry applications will be suspended.
